Pursuant to Clause 3, Article 13 of Decree 69/2024/ND-CP (as amended by Clause 1, Article 7 of Decree 320/2026/ND-CP, effective from September 28, 2026), the regulations on the processing timeframe for issuing electronic identification accounts to foreigners are as follows:

a) No more than 02 working days for the issuance of an electronic identification account where facial image and fingerprint data already exist in the National Database on Immigration;
b) No more than 05 working days for the issuance of an electronic identification account where facial image and fingerprint data do not yet exist in the National Database on Immigration.

Pursuant to Article 14 of Decree 69/2024/NĐ-CP, regulations on account activation are as follows:

- The electronic identity subject must activate the electronic identification account (for an individual, agency, or organization) on the National Identification Application within 07 days of receiving notification of the account issuance result. If the account is not activated within this 07-day period, the subject must contact the electronic identification and authentication management agency—via the hotline designated for handling requests regarding electronic identification and authentication—to proceed with the activation.

- For persons under 14 years of age, wards, or represented persons, the use of an electronic identification account requires the consent and confirmation of their representative or guardian via the National Identification Application. Representatives or guardians may use the electronic identification accounts of persons under 14, wards, or represented persons to conduct transactions and other activities serving their rights and interests.

- The use of electronic identification accounts and electronic authentication services holds legal validity in confirming and proving that the electronic identity subject has executed and consented to a transaction.

- The electronic identification and authentication management agency shall facilitate data connection, sharing, and authentication to enable electronic identity subjects to use their electronic identification accounts in other countries, in accordance with international treaties to which Vietnam is a signatory.What are the regulations regarding information storage within the electronic identification and authentication system?
Pursuant to Article 17 of Decree 69/2024/NĐ-CP, regulations on information storage within the electronic identification and authentication system are as follows:

- All electronic identity information and other information integrated into an electronic identification account shall be stored permanently within the electronic identification and authentication system.

- All access history information regarding an electronic identification account shall be stored within the electronic identification and authentication system for a minimum period of 05 years from the time of access. Account holders may access information regarding their own electronic identification account access history; the agency managing the electronic identification and authentication system may access account access history information for state management purposes; other cases shall be handled in accordance with the law.
