A pilot project for public services via the postal network has been approved for implementation in Hanoi, Hue, and Gia Lai, with the aim of improving the quality of service provided to the public.

Deputy Prime Minister Pham Thi Thanh Tra has signed Decision No. 1969/QĐ-TTg, approving a pilot project to implement public services through the public postal network.
The project will be carried out in Hanoi, Hue, and Gia Lai province, with several practical objectives aimed at improving the quality of service provided to the public.
The overarching goal of the project is to establish public service access points that operate independently of the existing Public Administrative Service Centers.
Through this initiative, postal staff will handle the receipt and digitization of application documents, as well as the delivery of results for administrative procedures, thereby expanding access to services for both citizens and businesses.
During the pilot phase, all participating locations will assist the public in accessing digital services, registering for VNeID accounts, and conducting online inquiries and payments.
Notably, at least 10% of all postal outlets and 20% of essential, straightforward administrative procedures will be selected for postal staff to manage the processes of receiving applications and delivering results.
The project outlines seven key tasks and solutions, including refining the legal framework, developing a pilot model, selecting locations and timelines, and ensuring the necessary operational conditions, monitoring, and evaluation.
Vietnam Post will assign staff to carry out these duties at these independent service points, without altering the legal authority of state agencies.
The selection of pilot locations will prioritize remote and isolated areas, regions inhabited by ethnic minority communities, and industrial zones with a high volume of administrative transactions. Administrative procedures selected for the pilot program must be simple, low-risk, frequently encountered, fully transparent, and free of any state secrets.
Regarding the implementation timeline, the preparatory phase begins on the date the decision takes effect—October 13, 2026.
The pilot implementation phase will span 12 months from the date the Government’s Resolution takes effect, with a final review and evaluation scheduled for the first quarter of 2028.
