Hanoi has revoked the decision approving the planning brief for the Red River but will continue to formulate a comprehensive adjustment, ensuring the schedule is met, building upon work already undertaken, and avoiding any disruption to the planning process.

The Hanoi People's Committee has decided to fully revoke Decision No. 6142/QĐ-UBND dated December 11, 2025, regarding the approval of the task of comprehensively adjusting the Red River Urban Sub-zone Plan (scale 1:5,000) for the section spanning from Hong Ha Bridge to Me So Bridge. Research and the formulation of the plan adjustment will continue, ensuring the schedule is met and the implementation process remains uninterrupted.
The research and formulation of the comprehensive adjustment to the Red River Urban Sub-zone Plan will proceed in accordance with Resolution No. 64/2026/NQ-HĐND dated June 15, 2026, of the Hanoi People's Council; ensuring alignment with the approved orientation of the Hanoi Capital Master Plan (with a 100-year vision) and adhering to the directives of the City Party Committee and the City People's Committee.
Regarding procedures, content, and dossier composition, the City requires compliance with the Law on Urban and Rural Planning; Government Decrees No. 178/2025/NĐ-CP (dated July 1, 2025) and No. 34/2026/NĐ-CP (dated January 22, 2026); Ministry of Construction Circulars No. 16/2025/TT-BXD (dated June 30, 2025) and No. 43/2025/TT-BXD (dated December 9, 2025); as well as other relevant prevailing legal regulations. The City People's Committee has assigned the Architectural Planning Project Management Board under the Department of Construction—the unit responsible for organizing the planning process—to continue executing the task in coordination with the Hanoi Institute of Construction Planning (the planning consultant) and other relevant departments, agencies, and units.
Notably, the City requires that, while building upon work already completed, the involved units continue to carry out the tasks assigned under Decision No. 5554/QĐ-UBND dated November 11, 2025. They must ensure adherence to schedules and timelines, comply with legal regulations, and avoid disrupting the planning research and formulation process.
The Department of Construction is responsible for supervising and guiding the Architectural Planning Project Management Board and the Hanoi Institute of Construction Planning in the organization and execution of the planning work. City departments and agencies are responsible for coordinating with and guiding the implementing units in accordance with regulations, within the scope of their respective functions and duties.
Regarding contracts, workloads, documentation, and funding already executed in connection with the implementation of Decision No. 5554/QĐ-UBND dated November 11, 2025, the City People's Committee requires that these matters be handled in accordance with the law and the authority of the relevant agencies and units.
Previously, the City People's Committee issued Decision No. 5554/QĐ-UBND dated November 11, 2025, assigning the task of organizing the formulation of the overall adjustment to the Red River Urban Sub-zone Plan (scale 1:5,000) for the section spanning from Hong Ha Bridge to Me So Bridge. On December 11, 2025, the City People's Committee issued Decision No. 6142/QĐ-UBND approving the mandate for the comprehensive adjustment of this plan.
Accordingly, the current revocation applies to Decision No. 6142/QĐ-UBND, which approved the mandate for the comprehensive adjustment of the Red River Urban Sub-zone Plan. The study and formulation of the plan adjustment will continue to be implemented by building upon work already completed, ensuring alignment with the orientation of the Hanoi Capital Master Plan (with a 100-year vision) and current legal regulations.
