Hanoi has issued a series of new policies covering land, education, AI, digital transformation, culture, and urban development, while simultaneously pushing to finalize the 2026 Capital Law to resolve obstacles and attract resources for growth.

At the press conference regarding Hanoi's socio-economic situation in the third quarter of 2026, Mr. Nguyen Cong Anh, Deputy Director of the Hanoi Department of Justice, provided information on the legal documents and policies that the City has promulgated or is currently drafting.

Many policies directly impact residents and businesses

According to Mr. Nguyen Cong Anh, during the third quarter of 2026, Hanoi continued to focus on developing and refining its legal framework in alignment with the implementation of the Capital Law (Law No. 02/2026/QH16) and socio-economic development requirements in the new context.

During the reporting period, the Department of Justice appraised 105 dossiers and provided input on 353 draft documents, focusing on areas such as investment, land, construction, urban affairs, the budget, organizational structure, culture, education, healthcare, science and technology, and digital transformation.

Aggregated data shows that the City promulgated 127 legal documents, comprising 68 resolutions from the City People's Council and 59 decisions from the City People's Committee.

Efforts to develop and refine the legal framework focused on concretizing the mechanisms and policies of the Capital Law; resolving practical difficulties and obstacles; and mobilizing resources for development. Simultaneously, these efforts established a legal foundation for digital transformation, science and technology, innovation, urban development, culture, education, healthcare, and social welfare assurance.

Regarding land, urban affairs, and resource management, the City People's Committee... Hanoi issued Decision No. 84/2026/QĐ-UBND dated July 1, 2026, prescribing the procedure for transferring dossiers to determine land-related financial obligations for cases falling under the authority of the Chairperson of the City People's Committee.

Decision No. 112/2026/QĐ-UBND dated August 16, 2026, regulates the management, exploitation, and use of underground and low-altitude spaces, as well as the management of infrastructure, technology, and vehicles operating within these spaces, thereby helping to complete the legal framework for the efficient utilization of urban space and infrastructure.

In the education sector, the City issued Decisions No. 87, 88, 89, 90, and 91/2026/QĐ-UBND dated July 6, 2026, establishing economic-technical norms for educational services regarding specialized high schools, primary schools, high schools, preschools, and lower secondary schools.

Decision No. 96/2026/QĐ-UBND dated July 11, 2026, regulates educational partnerships with foreign entities at preschool and general education institutions. Resolution No. 93/2026/NQ-HĐND dated August 18, 2026, stipulates tuition fees for supplementary programs at the City's high-quality public educational institutions for the 2026-2027 academic year.

Notably, Hanoi has issued several regulations establishing a framework for the application of artificial intelligence, digital data, and digital technology in state management. Decision No. 98/2026/QĐ-UBND dated July 13, 2026, stipulates policies and implementation measures for digital administration and digital public service delivery within the City. Decision No. 102/2026/QĐ-UBND dated July 21, 2026, sets out regulations regarding safety assurance, risk management, and measures for applying artificial intelligence in state management.

Subsequently, Decision No. 103/2026/QĐ-UBND dated July 23, 2026, prescribes advanced management methods based on digital data, the application of digital technology and artificial intelligence, and public-private data-sharing mechanisms governed by data exploitation contracts.

Resolution No. 92/2026/NQ-HĐND dated July 15, 2026, establishes policies to support the operations of community-based digital transformation groups within the City for the 2026–2030 period.

In the fields of culture and sports, Decision No. 97/2026/QĐ-UBND dated July 11, 2026, regulates the management of monuments, monumental murals, and fine art installations. Decision No. 101/2026/QĐ-UBND dated July 15, 2026, outlines the procedures for implementing policies to encourage and mobilize socialized resources alongside state budget funds for the protection and development of culture and sports, as well as incentives and support for the development of cultural and sports facilities. The City also issued Decision No. 121/2026/QĐ-UBND dated August 24, 2026, regulating lump-sum expenditure for science, technology, and innovation tasks utilizing the City budget; Decision No. 122/2026/QĐ-UBND dated August 28, 2026, promulgating the set of criteria for new-style rural communes in Hanoi for the 2026–2030 period; and Decision No. 125/2026/QĐ-UBND dated September 4, 2026, stipulating certain regulations on state budget management within the City.Developing a set of standards for the management and application of artificial intelligence in Hanoi

According to the Hanoi Department of Justice, a major current priority is finalizing the legal documents required to implement the Capital Law (Law No. 02/2026/QH16).

To date, the City People's Council has issued 60 out of 64 planned normative resolutions, while the City People's Committee has issued 16 out of 26 decisions detailing the implementation of the Capital Law. Relevant agencies are continuing to finalize the remaining documents in accordance with the assigned schedule.

Key policy areas being finalized include attracting strategic investors; investment incentives and support; support for private sector enterprises; the development of science, technology, innovation, and digital transformation; high-tech park development; the utilization of underground and low-altitude spaces; night-time economy development; high-quality human resource development; and culture, education, and social welfare.

The City is also finalizing regulations regarding the utilization of infrastructure assets invested in and managed by the State; the management and utilization of public assets at public service delivery units; state budget management; business registration fees; support for career transition and job creation; and the resolution of certain land-related issues.

In the fields of science, technology, and digital transformation, Hanoi is continuing to develop regulations on the management of science and technology tasks; support for technology transfer; assistance for enterprises and organizations participating in science, technology, and innovation activities; and the development of infrastructure and organizations operating in these sectors. Notably, the City is developing a set of standards and guidelines for the management and application of artificial intelligence within Hanoi, aiming to gradually establish principles and norms suited to the adoption of new technologies.

In the urban sector, Hanoi is formulating regulations regarding urban renovation, refurbishment, and redevelopment; project implementation procedures and measures for compulsory relocation; the conversion of housing types; and the creation, management, and utilization of housing to serve social welfare goals and the Capital's development.

Regarding education, the City is researching policies to subsidize school meals for primary students and support universal preschool education for children aged 3 to 5; simultaneously, it is drafting regulations on tuition fees, high-quality educational services, and economic-technical norms for various educational levels.

Policies concerning medical care, social assistance, child protection and care, elderly care, clean water, medical solid waste, parks and greenery, urban lighting, and environmental protection are also being developed and refined.

Mr. Nguyen Cong Anh stated that, moving forward, Hanoi will continue to finalize the remaining legal documents necessary for the full implementation of the Capital Law (Law No. 02/2026/QH16) and review the regulatory framework to ensure consistency, synchronization, and practical applicability.

The focus lies on enhancing policy quality and feasibility, removing institutional bottlenecks, mobilizing social resources, and fostering investment, science and technology, innovation, digital transformation, and urban development. thereby gradually transforming the special mechanisms of the Capital Law into regulations that can be practically implemented, better serving citizens and businesses.
