JAPAN OFFICIALLY TRIPLES DEPARTURE TAX EFFECTIVE JULY 1, 2026: POLICY AMENDMENT TO MITIGATE OVERTOURISM PRESSURE

Effective July 1, 2026, the Government of Japan has officially implemented a new departure tax rate, increasing it from 1,000 yen to 3,000 yen (approximately USD 18). This fiscal policy adjustment aims to supplement public financial resources to address and mitigate the negative impacts of overtourism amidst a surge in international visitor arrivals.
1. Scope of Application and Collection Mechanism
Under the amended regulation, the departure tax obligation applies mandatorily to all passengers departing from Japanese territory, including both Japanese citizens and foreign nationals.

Collection Mechanism: The tax will be directly integrated into and constitute part of the fare for international transport (including airline tickets, cruise ship tickets, and other passenger transport tickets) issued on or after July 1, 2026.
2. Budgetary Estimates and Allocation of Revenue
Prior to this adjustment, the current tax generated approximately 50 billion yen (around USD 308 million) annually for the national budget. With the revised tax rate, annual revenue is projected to increase by approximately 120 billion yen (around USD 739 million).
The Government of Japan has approved the allocation of this additional revenue for the following specific public purposes:

Infrastructure Restructuring: Upgrading transport infrastructure, public utilities, and tourism facilities to alleviate pressure at tourism hotspots.

Enhancing Service Experience: Improving service quality and optimizing multilingual information systems nationwide.

Sustainable Development: Promoting lesser-known destinations and supporting local municipalities in developing distinctive cultural and ecological tourism products to decentralize visitor density.
3. Concurrent Compensatory Policy: Reduction of Passport Fees
To balance public interests and alleviate the financial burden on domestic citizens traveling abroad, the Government of Japan has concurrently enacted an adjustment reducing administrative fees in civil affairs.
Accordingly, effective from the same date (July 1, 2026), the fee for issuing a 10-year citizen passport will be reduced by 7,000 yen (approximately USD 43).
