On July 30, the Office of the Criminal Investigation Agency of the Khanh Hoa Provincial Police announced that it had initiated legal proceedings against Ms. Le Thi Hai Anh (51 years old, residing in Bac Nha Trang ward, Khanh Hoa province) for the crime of "handing over a vehicle to a person who does not meet the requirements to operate a vehicle on public roads."
This is a new development related to the case of a foreigner driving a motorbike and causing an accident that killed a person on Tran Phu street (Nha Trang ward) in the early morning of May 4.
According to initial investigation results, in the early morning of May 4, after drinking alcohol with friends, Smoliakov Konstantin (35 years old, Russian nationality) was driving a motorbike on Tran Phu street to his residence.
When he reached the section near April 2nd Square (Nha Trang ward), Smoliakov Konstantin hit a woman walking across the road, causing the victim's death.The blood alcohol test results for Smoliakov Konstantin showed a level of 268.8 mg/100ml, significantly exceeding the legal limit.
By the morning of May 6th, the Criminal Investigation Department of the Khanh Hoa Provincial Police had initiated a criminal case, charged and temporarily detained Smoliakov Konstantin for investigation into the offense of "violating regulations on road traffic participation."
Expanding the investigation, the authorities determined that Le Thi Hai Anh, a hotel receptionist, had rented a motorbike to Smoliakov Konstantin despite knowing that he did not possess a valid driver's license and did not meet other legal requirements for operating a vehicle on Vietnamese roads.
