(PLVN) – On September 7, in Nanning City, Mr. Chen Gang—Member of the Central Committee of the Communist Party of China, Secretary of the Regional Party Committee, and Chairman of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region—met with a Vietnamese delegation led by Mr. Nguyen Thanh Tinh, Deputy Minister of Justice. The delegation was in Guangxi to participate in a training program on digital transformation and artificial intelligence.
At the meeting, Deputy Minister Nguyen Thanh Tinh expressed his sincere gratitude to Mr. Chen Gang and the leadership of Guangxi for the warm and respectful reception and for organizing the training program. He congratulated China and Guangxi on their development achievements and highly commended Guangxi’s proactive approach to developing the digital economy and expanding cooperation in artificial intelligence with Vietnam and ASEAN countries.
Deputy Minister Nguyen Thanh Tinh emphasized that the program serves to concretize the common understandings reached by the high-level leadership of both countries, contributing to deepening the Comprehensive Strategic Cooperative Partnership and building a Vietnam-China community with a shared future that carries strategic significance. With deep-rooted historical, cultural, and people-to-people ties, Guangxi holds a special position and serves as a vital bridge for fostering cooperation between the two nations.
Outlining the purpose of the visit, the head of the delegation noted that the group comprised leaders and officials from central Party agencies, the Ministry of Justice, the Ministry of Science and Technology, the Ministry of Public Security, and ten localities. This inter-agency composition was designed to facilitate a comprehensive approach to gaining experience—covering everything from strategic planning and institutional refinement to grassroots implementation—thereby enabling the study and proposal of solutions tailored to Vietnam's practical context. As Vietnam intensifies the implementation of the Politburo’s Resolution No. 57-NQ/TW, Deputy Minister Nguyen Thanh Tinh emphasized that the development and application of artificial intelligence (AI) must be linked to the need to innovate governance and work organization, with the effectiveness of service delivery to citizens and businesses serving as the key benchmark. Consequently, this training program holds practical significance for officials directly responsible for advising on and implementing digital transformation tasks across ministries, sectors, and localities.
On behalf of the leadership of Guangxi, Party Secretary Chen Gang welcomed the delegation and outlined the region's AI development strategy, characterized by the model: "R&D in Beijing, Shanghai, and Guangzhou + Integration in Guangxi + Application in ASEAN." He underscored the commitment to fostering cooperation with Vietnam in areas such as AI, smart cities, economics, trade, investment, and connectivity. He also expressed hope that the trainees would apply the knowledge gained to their practical work, thereby contributing to strengthened cooperation and mutual benefits for the people of both nations.
The fact that Chen Gang—the head of the Guangxi Party Committee—personally met and engaged with the delegation’s representatives demonstrates the high importance placed on cooperation with Vietnam regarding official training and AI development. This high-level attention from the Autonomous Region’s leadership provides further impetus to align training activities with cooperation strategies and implementation requirements within the respective agencies and localities.
Taking place from September 6 to 12, the program comprises 12 thematic sessions combined with field visits, covering topics such as AI strategy, AI competence centers, data governance and circulation, cybersecurity, public services, smart cities, legal frameworks, and healthcare. This blend of interactions with experts, administrators, and technology enterprises, alongside the study of operational models, equips officials with a solid foundation to analyze policies, implementation conditions, and the practical applicability of these technologies in their work. Deputy Minister Nguyen Thanh Tinh stated that following the program, the delegation would consolidate its experiences, propose appropriate ways to apply them, and maintain the connections established. He expressed the hope that each member would continue to serve as a bridge, translating the insights and sentiments gained during the trip into practical, long-term cooperative activities. This initiative also aligns with the requirement to link official training with enhanced implementation capabilities, thereby contributing to the digital transformation agenda and the development of Vietnam-China cooperative relations.
As part of the program, on September 9, the delegation visited and surveyed the China-ASEAN Information Port Company to gain insights into data circulation, utilization, and trading activities at the Beibu Gulf Big Data Exchange. Focusing on the theme of unlocking data value, the visit enabled members to observe firsthand the organization of data services, the matching of utilization demands with supply, and the application of data to drive the digital economy. This provided the delegation with a basis to examine the roles of enterprises and intermediary organizations in data market development and to draw upon experiences in organizing safe and efficient data utilization practices suitable for Vietnam's specific conditions.
